Study of Gaps and Opportunities for Battery-based Electric Vehicle Policies in Indonesia: Recommendations for RPJMN 2025-2029

Electrification of transportation systems is one of the main decarbonization strategies in Indonesia. In 2021 alone, the transportation sector contributed 25% of total energy-related carbon emissions. The Indonesian government has focused on developing the Battery-Based Electric Vehicle (KBLBB) industry since the enactment of Presidential Regulation No. 55/2019, which was then followed by the issuance of various regulations from related ministries and institutions as well as local governments. Even so, the progress of KBLBB adoption in Indonesia is still very low. For example, sales of battery-based electric cars in Indonesia were only 1.01% of all car sales in 2022.

Using the policy integration conceptual framework, this study identifies gaps and opportunities in electric vehicle policies in Indonesia, in order to develop recommendations for the 2024-2029 National Medium-Term Development Plan (RPJMN). ICENERGY found that in general, national general planning policies and industry-specific KBLBB policies have not been fully integrated, but much progress has been observed in terms of integrating industry-specific KBLBB planning policies.
